That is determined by the battery chemistry. the 0.17A (170mA is the current drawn FROM the battery to illuminate the LEDs and is determined by the circuit resistance. The Battery voltage is 4V, and the load current is 0.17A, so the load resistance must be 4 / 0.17 = 23.5 ohms.
